Is there a Harvard (UTS) style file available for Zotero

Yes there is! It's the same file as we use for mendeley - You can download the Harvard (UTS) style file here.
1.) Click on the file and choose 'save as'
2.) Rename the file, adding .csl to the end of the filename (apologies for this extra step!, we can't avoid it on this website for technical reasons)
3.) Save the file to your desktop, and then..
4.) Then go to Zotero>click on the settings wheel (Zotero calls this button 'actions')

5.) Then choose preferences>then hit the cite icon>then click the styles tab>you will see a heading called 'get additional styles' (it's right below where this image cuts off on the Zotero screen) - find this heading and click the grey + button>now browse for the style file you saved to your desktop and upload it.

6.You should then be able select Harvard University of Technology when you are using the Zotero plugin for word.

The Mendeley sever for CSL

Yes .. it seems that the Mendeley server is playing up (which in turn affects Zotero) - we're aware of this and are looking into it. Meijun from my office is currently emailing you the style.
