Hi Anez, 

If there is no author, your citation will begin with the title in italics, followed by the year, edition, publisher and place of publication.  However, when referencing a source such as clinical guidelines/policy, there should be an organization behind the publication.  You can treat the organization as an author (e.g. New South Wales, Department of Health).
