Hi James
your main reference both in the text of your document and in your reference list should be to the Austroads document. In the text you should treat the diagram like a quote, ie put a page number reference eg (Austroads 2012, p. 16).
You should mention the RTA reference too, and there are a number of ways of doing this. The commonest would be when you are talking about the diagram, eg "this is supported by the following diagram, originally from the RTA (Austroads 2012, p. 23)." Alternatively it is also common when you cite it for the first time to use a format likeĀ (originally fromĀ RTA, cited in Austroads 2012, p. 23).
You don't have to put the RTA reference in your reference list unless you use it directly.
