Description: 

Flare is an ActionScript library that allows researchers to create interactive data visualizations like charts and interactive graphics that run in Adobe Flash Player.

Use: 

Create basic charts and graphs to complex interactive graphics, the flare toolkit supports data management, visual encoding, animation, and interaction techniques. Flare is open-source software meaning it can be freely deployed and modified.
