How do you reference tweets & public papers of president?

See http://www.gpoaccess.gov/pubpapers/gwbush.html I need to reference the different books?

Good question Emma! A tweet you reference like this in the Harvard UTS System,

Twitter_Handle Year_tweet_posted, 'Contents of Tweet', day and month the tweet was posted, Twitter post, viewed day month year, <url>.

In the text it would be the (twitter_handle year_tweet_posted).

For example,

BarackObama 2009, 'Launched American Graduation Initiative to help additional 5 mill. Americans graduate college by 2020', 28 January, Twitter post, viewed 24 February 2012, <http://twitter.com/BarackObama/status/2651151366>.

And in the text this would be (BarackObama 2009).

The public papers of the President you've presented me are essentially websites and should be referenced as such if this is the place you encountered them:

ie:

Bush, G.W.B. 2006, 'Proclamation 7973 of January 13, 2006', GPO Access, viewed 24 February 2012, <http://frwebgate.access.gpo.gov/cgi-bin/getpage.cgi?dbname=2006_register....

and in the text this would be (Bush 2006).
